Highlights

Director of Facilities & Operations Jack McLeod presented construction recommendations. The board approved the following:

  • Interlake Transition Center Change Order No. 2 in the additive amount of $130,989.44.
  • Award of contract for construction of Highland Middle School to SpeeWest Construction in the amount of $79,048,000.

The board reviewed a draft of the 2017-18 Annual Report to the Community.

The board discussed its meetings with SOAR groups at district high schools. Students shared perspectives on equity, race, and ways the schools can support students through racially inclusive literature selections and appropriate instruction to frame race discussions, counseling, and college planning.

Executive directors of schools John Harrison and Patty Siegwarth presented second readings of revised district Policy 3207: Prohibition of Harassment, Intimidation and Bullying (HIB) for review. The board approved the amended policy.

Executive Director John Harrison and Director of Athletics & Activities Jeff Lowell presented revisions to new Policy 3205: Prohibition of Sexual Harassment – Students for review. The board approved the amended policy.

Director Christine Chew presented an update on Equity Committee work. The committee is gathering input from community groups to identify equity issues through a collection of research and individual stories.

The Governance & Oversight Policy Review Committee presented first readings of the following board policies and procedures for discussion:

  • Policy 0200: Policy Adoption, Manuals and Administrative Procedures
  • Policy 1210: Administration in the Absence of Policy and Procedures
  • Policy 1220: Board Officers and Duties of Board Members
  • Policy 1221: Designation of Board Member as Liaison to Another Organization
  • Procedure 1221P: Designation of Board Member as Liaison to Another Organization
  • Policy 1240: Board Committees
  • Procedure 1240P: Board Committees

Board directors Carolyn Watson and Sima Sarrafan recommended the board conduct a review of Policy 1400: Meeting Conduct, Order of Business and Quorum to include language about vendors presenting products or services during public comments.

Board directors Christine Chew and Sima Sarrafan asked the board to approve content for consolidated and amended proposals on gun violence prevention and safety in schools being presented to the Washington State School Directors Association (WSSDA) Legislative Committee. WSSDA’s committee received numerous proposals on safety and asked districts who made proposals to consolidate them. The board approved the two proposals with changes.

The board discussed priorities for its upcoming workshop session in July.

Dr. Duran and the board recognized Bellevue Education Association (BEA) President Andy Rubesch for his service as he concludes his term and returns to teaching, and General Counsel Kevin O’Neil for his service as he leaves the district.

Board Director Erica Melief stressed the importance of continuing to keep early learning programs a priority given the delay of the Early Learning Program update report due to agenda time constraints. Dr. Duran and the board affirmed the importance of Early Learning Programs.

The Bellevue School District acknowledges that we learn, work, live and gather on the Indigenous Land of the Coast Salish peoples, specifically the Duwamish and Snoqualmie Tribes. We thank these caretakers of this land, who have lived and continue to live here, since time immemorial.
