Bellevue Big Picture School Constitution

This constitution is a representation of our school and student body and is a framework for the code of conduct and expectations for the Bellevue Big Picture Associated Student Body.

The organization defined and regulated herein shall be known as the Bellevue Big Picture Associated Student Body (BPASB).

Membership of BPASB shall be comprised of students who pay the ASB fee to the Bellevue Big Picture School.

Section I. STUDENT SENATE MEMBERS

  • The Student Senate shall consist of two student representatives from each grade, one president and one vice-president.

Section II. EXECUTIVE COUNCIL MEMBERS

  • At least one student from each grade shall be elected to the Executive Council.

Section III. VACANT POSITIONS

  • If no one is elected for a position on the executive council after fall elections, the ASB reserves the right to vote any willing and qualified Big Picture student into said role with a majority vote of the ASB council, regardless of grade level.

Section IV. MEMBERSHIP REQUIREMENTS

  1. All BPASB officers must have a BPASB card.
  2. The President, Vice President, Secretary, Treasurer, Club Coordinator, and Community Outreach must be elected at the end of the year preceding their term in office. In the case that a position is not filled, it will be a part of the fall election season.
  3. The senators will be selected from each grade at the end of the year preceding their term in office. In the case that a position is not filled, it will be a part of the fall election season.
  4. 6th grade elections will be held within the first two months of the new school year.
  5. Every BPASB council member must have a minimum 2.5 cumulative GPA, and each BPASB senator must have a minimum 2.0 GPA in accordance with district policy.
  6. The BPASB Advisor(s) is the activities director unless otherwise stated.
  7. If an ASB officer is deemed by the Advising Team to have a pattern of disengagement, disruptiveness, disrespect, or otherwise not performing their duty during meetings or events, then the Advising team may sanction the officer at their own discretion.

Section V. RECURRING ABSENCES

  1. If an ASB officer has two unexcused absences as determined by the ASB advisor, they must meet with the entire ASB advising team.
  2. After an additional unexcused absence, the ASB advising team will decide a consequence by their own discretion, which may be removal from ASB.
  3. It is up to the discretion of the ASB advising team to determine when a tardy becomes an absence, but typically follows school district guidelines.
  4. Two unexcused tardies count as one unexcused absence.

Section VI. MULTIPLE OFFICERS PER POSITION

  1. Only the executive roles of treasurer, secretary, and president may be occupied by two students from the same grade. No other positions can be filled by two students.
  2. In the event that two students wish to be elected for treasurer, secretary, or president, they shall run on a single ticket and, if elected, serve in the capacity of a single position.
  3. If they do not run together initially, they can only be elected as a single person.

Section VII. THE BPASB CLASS REPRESENTATIVE SHALL:

  1. Be one of two students elected per grade from the Big Picture Student Body.
  2. Attend all Student Senate meetings and take an active role in representing the best interests of the members of their grade.
  3. Report Student Senate proceedings to the BPASB.
  4. Attend all district Student Senate meetings.
  5. Represent BBPS in district Student Senate meetings and report to Student Senate (Senior, Junior, and Sophomore representatives only).

Section VIII. THE BPASB PRESIDENT SHALL:

  1. Be a 12th grader elected by the Big Picture Student Body. If the position is unfilled it will be available to all high school grade levels in the upcoming fall election.
  2. Preside over all executive council meetings.
  3. Preside over all general meetings of BPASB.
  4. Appoint all BPASB committees and have knowledge of their proceedings.
  5. Present an address to the Student Senate stating the condition of BPASB upon completing their term of office.
  6. Act as the official representative of BPASB, subject to the confirmation and approval of the Student Senate.
  7. Assist in the preparation of the following school year and future school year budget.

Section IX. THE BPASB VICE PRESIDENT SHALL:

  1. Be an 8th grader elected by the Big Picture Student Body. If the position is unfilled it will be available to all middle school grade levels in the upcoming fall election.
  2. Act as liaison between the middle and high school.
  3. Co-chair with the treasurer on the Big Picture Budget Committee.
  4. Be a strong leader of middle school ASB members.

Section X. THE BPASB TREASURER SHALL:

  1. Be an 11th grader elected by the Big Picture Student Body. If the position is unfilled it will be available to all high school grade levels in the upcoming fall election.
  2. Keep an accurate account of all student body funds.
  3. Present a monthly (or when appropriate) financial report to the Student Senate and school accountant.
  4. Serve as a general representative on all BPASB fundraising committees.
  5. Assist principal and the Big Picture Budget Committee in the following school year’s BPASB’s budget.

Section XI.  THE BPASB COMMUNITY OUTREACH OFFICER SHALL:

  1. Be a 10th grader elected by the Big Picture Student Body. If the position is unfilled it will be available to all high school grade levels in the upcoming fall election.
  2. Write, delegate, and deliver the daily announcements.
  3. Lead BPASB in communicating with PMU committees.
  4. Oversee BPASB advertising (posters, e-mails to PTSA/Purple Panther, etc.)

Section XII. THE BPASB SECRETARY(S) SHALL:

  1. Be a 9th grader(s) elected by the Big Picture Student Body. If the position is unfilled it will be available to all high school grade levels in the upcoming fall election.
  2. Type and distribute, by the following week, minutes of each Student Senate meeting to the school accountant, BPASB Advisor, administrators, and Student Senate representatives in addition to keeping a collective binder of these minutes for the year.
  3. Revise the constitution at the end of the school year, including all amendments.
  4. Organize the agendas of the Student Senate meetings.

Section XIII. THE BPASB CLUB COMMUNICATIONS OFFICER SHALL:

  1. Be a 7th grader elected by the Big Picture Student Body. If the position is unfilled it will be available to all middle school grade levels in the upcoming fall election.
  2. Check in with school clubs on a regular schedule.
  3. Give direction in how to start new clubs to interested students.
  4. Give current reports on club activity to BPASB senate.
  5. Assist Community Outreach officer in delivering BPASB messages to the middle school.

Section XIV. THE BPASB SPIRIT OFFICER SHALL:

  1. Be a 6th grader elected by the Big Picture Student Body. If the position is unfilled it will be available to all middle school grade levels in the upcoming fall election.
  2. Promote school spirit.
  3. Help initiate and plan spirit weeks.
  4. Boost school morale.

Section I. PDC MEMBERSHIP

  • The Program Delivery Council (PDC) shall consist of the principal, one Advisor from each school, one council member from each grade, and a committee of one parent in the community from each grade.

Section II. PDC CONDUCT

  • Decisions are made according to PDC rules to be determined by the PDC upon its formation.

Both the Student Senate and the PDC shall be responsible to the entire school community for passing needed legislation and resolutions to promote the general welfare of the school community.

The Big Picture Budget Committee shall consist of the Principal, the BPASB Advisor(s), the school accountant, the future BPASB Treasurer, Vice President, and President in addition to the present BPASB Treasurer, Vice President, and President. It shall be the duty of this committee to oversee the preparation of a BPASB Budget for the following fiscal year and submit it to the Bellevue School Board of Directors for its approval. Additionally, the treasurer shall be in at least monthly communication with the Bellevue Big Picture School Accountant.

Section I. BILL DEFINITION

  • A bill is defined as any proposal that must be approved by the BPASB council members, BPASB advisor(s) and the principal of the Bellevue Big Picture School. Any bill or resolution may be brought from the floor of the Student Senate.

Section II. BILL AGENDA

  • To be placed on the Student Senate agenda, a bill or resolution must be submitted to one of the BPASB Executive Council Members prior to the Student Senate meeting.

Section III.  BILL APPROVAL

  • Any Student Senate bill or resolution that fits the requirement to be voted upon by the entire BPASB, which receives a majority of the votes cast by Student Senate, shall be presented to BPASB for a general vote within 10 school days. A bill or resolution will then become law after its passage unless, within 15 school days the PDC or administration, vetoes the bill or resolution.

Section I. PRESIDENTIAL SUCCESSION

  • In the event the BPASB president is no longer able to hold office (physical or mental inability to function, or impeachment by the principal and BPASB Advisor) the 12th grade class president shall succeed them.
  • If there is no 12th grade president, the ASB advising team will choose the next successor.

Section II. GENERAL SUCCESSION

  • If the position of vice president, secretary, treasurer, or senator becomes vacant, BPASB shall select the successor to fulfill the remainder of the term by a majority vote.

Section I. ORGANIZATION APPROVAL

  • To receive officer BPASB recognition, organization clubs and committees need to be voted upon by the Student Senate each new year.  A majority vote by Student Senate for approval shall permit the organization to have official status within the BPASB activity program. All participants in ASB sanctioned groups are required to have ASB membership. Failure to have ASB membership within a timely manner up to the discretion of the ASB is grounds for suspension or removal from the organization.

Section II. ORGANIZATION FUNDS

  • Any organization can withdraw expenditures for any amount up to its current balance from its individual BPASB account without the necessity of a special BPASB appropriation to that effect.

This constitution shall be ratified by a simple majority vote of BPASB (the entire student body).

This constitution shall be amended only by a 2/3 or greater vote of the members of BPASB.

Section I. VETO AUTHORITY

  • The principal and ASB advisor(s) of BBPS has the authority to veto any bill that shall be passed by the Student Senate.

Section II. VETO DEADLINES

  • If a bill is vetoed by the principal, it must be returned to the Student Senate within 30 school days of final passage by the Student Senate.

Section I. CLUB DEFINITION

  • Clubs are an ASB sponsored group of people that share similar interests and are supervised by at least one staff member or VIBES certified volunteer.  They must be approved through ASB.

Section II. CLUB MEMBERSHIP

  • All clubs must have a president, treasurer, and secretary. Additionally; all members are required to obtain an ASB card sticker.

Section III. CLUB MINUTES

  • Secretaries must take minutes throughout all club meetings with attendance.

Section IV. CLUB ELECTIONS

  • Clubs most hold officer elections to fill positions. Only club members may vote.

Section I. BYLAW AMENDMENTS:

  • These bylaws shall be amended by a majority vote of Student Senate.

Section II. FUND APPROPRIATIONS:

  • All appropriations of BPASB funds over $150 must be sent to the represented classes for discussion before a vote is called in Student Senate.

Section III. REFERENDUM:

  • Any measure passed by the Student Senate may be subject to referendum.

Section IV. RESOLUTION AND BYLAWS:

  • A resolution is an official statement of opinion by Student Senate. A bylaw is an official clarification or addition to procedures by Student Senate.  A bylaw is passed in the same manner as a ‘bill’ and will not override the constitution.

Section V. STANDARD FORM FOR BILL PRESENTATION:

  1. In order to be placed on the agenda, a bill must be presented at an agenda meeting.
  2. When the appropriate time occurs, the sponsor of the bill shall read the bill and answer any questions about it. No debate will be allowed at that time. When all questions are clarified, a motion is needed to accept or reject the bill.  Debate shall begin after questions and continue until the motion is called and carried.  The chair shall then restate the motion and a vote will be held.  The numbers of “yes” and “no” votes will be stated as the vote is tallied.

Section VI. APPOINTMENT OF BPASB OFFICER ASSISTANTS:

Any officer may appoint an assistant. Assistants can work on small projects given to them by their ASB officer and must have an ASB membership. Assistants can be appointed under the following procedure:

  1. The student will be presented to the Student Senate for approval.
  2. Duties will be outlined to the Student Senate by the officer involved.
  3. That officer will be responsible for informing the Student Senate at the time the assistant stops performing their job.

Section VII. COMMITTEES:

  1. A committee can be created from the members of the Student Senate and BPASB officers to fulfill purpose designated by Student Senate. A committee is in direct relation of ASB.
  2. A committee may disband itself when its purpose has been fulfilled.
  3. A committee may be removed by a 2/3-majority vote of the Student Senate.

Section VIII. LEGISLATIVE RATIFICATION:

  • All presidential appointments and committees must be ratified by the legislative body which they affect.  This section shall not affect the term of any official already appointed.

Section IX. INTERPRETATIONS:

  • Webster’s Dictionary shall be consulted on all words and definitions at BBPS over which questions arise, before constitutional decisions and interpretations are made.
  • Any questions of interpretation of this constitution shall be decided by a majority vote of the Student Senate or an executive order from the principal. Additionally, the entirety of this constitution is subject and beholden unto the policies and laws of Washington State and the Bellevue School District.

Section X. ELECTIONS:

  1. Elections will be held before third quarter ends. The term shall be four quarters long, starting in fourth quarter with the new officers observing.  The new officers shall assume office the last half of the fourth quarter with the older officers remaining in an Advisory capacity.
  2. The present students will be allowed to vote for BPASB Executive Council positions. No seniors shall be allowed to vote during spring elections.
  3. If there are more than two candidates for a student office, the winner must have 40% of the votes. If the winner does not, there will be a run off between the two closest candidates. If only two candidates run for a particular office, the candidate with the most votes wins.
  4. Additionally, incoming classes to BBPS shall hold fall elections for executive positions, 6th grade representatives, and unfilled positions before the end of the first quarter of each school year in accordance with the above laws.

Section XI. ELECTION COMMITTEE:

  • The BPASB president shall appoint an election committee, consisting of the Principal and BPASB advisor(s).  This committee shall coordinate the elections, set up specific rules and do its best to orient the candidates.

Section XII. BIG PICTURE BUDGET COMMITTEE:

  • The committee shall consist of the Principal, the BPASB Advisor, the school accountant, the future BPASB Treasurer, Vice President, and President in addition to the present BPASB Treasurer, Vice President, and President.

Section XIII. CONTINGENCY FUND:

  • A contingency fund created from surplus money can be set up each year through the budget process.  Allocation from this fund can be obtained for capital expenditures or to pay off debts incurred by the student body organization.  The procedure for allocating funds from this contingency fund shall be followed in accordance to the budget guidelines.
