New Website Project Update: Content and Webpage Optimization, Staff Training

Work on the new BSD websites has been ongoing for almost one year, with the Listen and Learn project phase beginning in March 2023. Today, the project continues in the development portion of the Design and Development phase.

As noted in the project update in December, the project team has been focused on the website audit, content migration and training in the new platform. To allow more time to complete this part of the work, the Design and Development project phase will continue through summer 2024, with the new websites launching at that time. Several other aspects of the project will also take place during this time, specifically content and webpage optimization and broad staff training.

Coming soon will be the Launch and Promotion phase, in which the BSD community will learn:

  • How BSD’s websites have changed
  • Where to find important information on the new websites
  • How to use the new and innovative features across websites
    • g., navigation menus, site search, and language and accessibility tools
  • Where to share feedback and submit website enhancement requests
  • And more!

Community Awareness – Rise in Cyber Kidnapping Schemes

Cyber kidnappings aim to get an individual to believe that a loved one has been kidnapped, are in immediate danger and a ransom must be paid. These schemes often involve the use of technology such as artificial intelligence voice spoofing, caller ID spoofing, and social media activity to convince unsuspecting victims to pay money. BSD Safety and Security provides some guidance to our learning community in the event they become impacted by a cyber kidnapping scheme.

BSD Impacts from City of Bellevue Closure of Factoria Blvd.

The City of Bellevue is planning a stormwater conveyance improvement project along Factoria Boulevard. BSD educators, students and families will be heavily impacted by road closures resulting from the proposed project. The City of Bellevue indicates that impacts include:

  • Variable work hours, up to 20 hours/day, 6 days/week.
  • Heavy truck traffic and noise from construction machinery.
  • Heavy traffic delays.

The first phase of the project began the second week of January 2024, for initial construction activities. The project’s primary phase is set to take place from March 8, 2024, and continue through July 8, 2024. During these four months northbound lanes will close completely, and one southbound lane will close (to be utilized as a northbound lane). This will effectively leave Factoria Blvd with one lane in each direction. Additional intermitted northbound and southbound lane closures are expected from August to December 2024.

Currently, district transportation is experiencing increased travel times by 20-25 minutes (each morning and afternoon) on south Bellevue routes resulting from the impact of the City’s closure of Lakemont Blvd and the overflow of traffic on to Coal Creek Parkway. The closure of Factoria Blvd. will have transportation impacts which may increase the time that students ride the bus by an additional 25-30 minutes. This has the potential to impact total student travel times by 50 minutes each day, to and from school. The proposed closure will highly impact the arrival time at the following schools:

  • Newport Heights Elementary School
  • Newport High School
  • Odle Middle School
  • Somerset Elementary School
  • Tyee Middle School
  • Woodridge Elementary School

The district is in the process of addressing breakfast provisions for students impacted by this transportation project, who may arrive late to school because of anticipated delays.

District leaders have shared their concerns with City leaders and proposed the following suggestions. At this time, the district has received no update on the suggested mitigations. More information and updates on the proposed suggestions will be communicated when available.

  • Postpone the project start date. If the project were to begin in mid to late May 2024, students, families and community members would experience a month of impact versus three and a half months of prolonged impact.
  • Prioritize school zone signage around Newport High School. This safety measure will remind drivers that students are present and require drivers to adhere to a decreased speed limit to ensure and preserve student safety.
  • Formal traffic control. To adequately support student safety, uniformed traffic control personnel are needed to direct traffic away from BSD schools. There is significant concern that without adequate City personal in place, drivers may utilize the Newport High School campus as a thoroughfare— brining physical danger to potentially 500 students who transition between the main campus and portable classrooms Monday – Friday every 50 minutes from 7:30-3:00 p.m.
  • Limit roadway closure times for construction. While schools remain in session, limit road closure times to begin after 9:00 a.m. and finish by 2:30 p.m. This will decrease the peak times when students, staff and families are utilizing the impacted roadways to travel to and from BSD campuses.

Signal time improvements. Ensure that traffic lights are held longer to alleviate heavy congestion during peak times (beginning and end of school day) especially at intersections that directly impact Newport High School and Tyee Middle School.

Information Event: Real Madrid Foundation Summer Camp

They still have around 50 more applications available. Mr. Lerma will be selecting an attendee to give a FREE full uniform. Don’t miss it!

Larry Gossett and select guests will engage in dialogue that highlights the ongoing journey toward racial and social justice for Black people both then and now.

Larry Gossett brings a rich lifelong commitment to activism in our region and the discussion will be anchored in many of his past and current involvements such as:

  • Founder of the Seattle chapter of the Black Panther Party
  • Co-founder of the University of Washington’s Black Student Union
  • Involved in the presidential campaign of Reverend Jesse L. Jackson, Sr. and an organizer for the Rainbow Coalition
  • Organizer of the Seattle Alliance of Black Student Unions
  • Current member of the King County Reparations Committee

MORE ABOUT YOUR EXPERT: Civil rights activist Larry Gossett was born Lawrence Edward Gossett on February 21, 1945, in Seattle, Washington. In 1963, Gossett was one of the few black males to attend the University of Washington. Gossett serves as a member and chair of the King County Council. Gossett, a high-profile black activist with strong ties to the Hispanic, Asian and Native American communities, was a prime mover in 1996 for changing the symbol of King County (Seattle) from 19th century slaveholder, Rufus Devane King to Dr. Martin Luther King, Jr.

Reminders About Inclement Weather and Emergency Closures

Winter is here, and it’s time to prepare in case inclement weather impacts the region. Families are encouraged to take the time to revisit the district’s emergency closure schedule protocols and our emergency closure decision-making process. During instances of inclement weather or severe conditions that could result in a delayed or canceled school day, BSD will communicate any schedule changes to families through direct messages, including email, text message, phone call, social media, FlashAlert, local media and posts to bsd405.org. Learn how to update your contact information in ParentVUE and set message preferences in SchoolMessenger to receive inclement weather and emergency communications according to your desired methods. While these decisions are made for the district at large, conditions may vary across the district. We encourage families to make personal decisions based on their specific circumstances.

Families with students who ride buses should be aware that there are also districtwide snow routes, which impact all general routes (1-59) and special needs routes (901-932). The City of Bellevue plows streets and roads accordingly, and for the safety of our students and buses, all bus routes will stay on major streets that follow the city’s plow schedule. Please visit the district’s Snow Routes webpage to learn how and when bus stops may be moved to accommodate for inclement weather.

January Is Americans of Chinese Descent Month in Washington

January 2024 marks the first annual celebration of Americans of Chinese Descent Month. In May of 2023, Governor Jay Inslee signed into law legislation that made Washington the first state in the nation to honor Chinese Americans with this acknowledgement. Senate Bill 5000 is the culmination of advocacy by parents, students, educators and others throughout the state, including many individuals from BSD, who brought forth the measure and worked to see it passed. The new law also encourages public schools to designate time for educational activities that commemorate the state’s “complicated history with the Chinese community — the good and the bad.”

The Bellevue Big Picture Panthers!

Learn more about applying to Big Picture!

Watch 6th grade students share their Big Picture stories.

Big Picture is a close-knit community of students in grades 6-12, staff, and families that fosters inclusion for all students, personalized experiences and strong academic relationships.

  • All students have an advisory class during their seven years at Big Picture. In middle school, students have two advisors (one for grade 6 and one for grades 7 and 8). In high school, students have one advisor for grades 9-12.
  • Big Picture students are independent, driven, and self-motivated learners who focus on twenty-first century skills such as collaboration, critical thinking, innovation, communication, personal and academic resiliency.
  • Big Picture students focus on and excel at project-based learning (PBL) where they inquire about a complex question, problem or challenge. During this process, students learn essential academic content, practice collaboration, communication and critical thinking and create authentic products and presentations.
  • In the last two months of every school year, high school students design, create, and implement a Freedom Project centering on a topic of their choice.
  • Students are excited to discover their true passion by participating in internships in career fields of interest during all four years of high school, including coding, graphic arts, law, health care, architecture, animal care, and much, much more. Seniors also complete a Senior Project.
  • We admit 75 students in each middle school grade. Admission spaces are allocated equally to the four school attendance zones (25% each from East, West, South, and North) and consideration is given to students based on gender and those receiving free and reduced priced lunch status.

The International School Titans!

Learn more about International School.

  • International School is a family of students in grades 6-12, staff, and parents/guardians.
  • International School has a strong focus on academics with a seven-year core program and an extensive Senior Project — a capstone project that involves deep learning in an area of student’s choice, internships, service and assessment by an expert panel.
  • In September, students in grade 6 participate in a whole day retreat to get to know one another and build relationships. In May, all students participate in Focus Week — a week of learning about topics related to career and interest areas.
  • Every student belongs to a small community with grade-level peers that meets weekly to build relationships and engage socially and learn about the school.
  • Every sixth-grade student has a high school buddy that provides mentorship and guidance throughout the year. Sixth graders and their high school buddies have lunch together to play games, socialize and connect.
  • International School ASB and student organizations/clubs are very active. We currently have over fifteen student-led clubs (with more to come!) for middle school students to join. On Wednesday, November 29, the Guiding Coalition held their first meeting at Crossroads Community Center to launch the design of the vision for education in the Bellevue School District. They practiced utilizing an inclusive design process to guide their work.

The inclusive design approach to strategic planning develops clarity, trust, efficacy and hope through the habits of inclusion, empathy, co-creation and reciprocity. The investment in these habits supports organizations and leaders to think differently about creating more equitable systems.

Over the next several weeks, Coalition members will go out into the community to conduct one-to-one empathy interviews. These interviews are intended to better understand the hopes, dreams and needs of our learning community. The Coalition will then draft community commitments and priorities based on what they learn. These drafts will be shared with the learning community in spring of 2024.

Follow the Coalition’s progress and learn more on the 2024-2029 Strategic Plan webpage.

Sign up for Edulog Parent Portal to Receive Transportation Updates

Beginning in January 2024, all BSD bus cancellations, delays and updates will be shared directly through the Edulog Parent Portal, the district’s transportation information platform. Families who would like to receive notification about impacts to their bus routes must sign up for Edulog. Specific route cancellations, delays and updates will not be shared routinely through direct district emails, text messages, robo calls or social media in the new year. However, districtwide messages will continue to be sent at the discretion of the district, on an as-needed basis.

The Edulog Parent Portal provides an efficient student transportation resource management tool allowing families to receive more timely messages that impact student safety, ridership and routing. For students or families unable to acquire access to the smartphone app, the district will contact families through text message using the Talking Points platform in their preferred home language to ensure all families have equal access to information. Additionally, a route cancellation link will be added to the BSD transportation webpage listing service impacts.

Middle School Consolidation Study Update

Like many other districts across the region, the Bellevue School District is experiencing an enrollment decline that demographers expect to continue for the next several years. Because the state funds education through a per-pupil allocation, declining enrollment is resulting in budget shortfalls. Both the enrollment decline, and the financial impacts were identified last school year when the district responded by making budget cuts including the consolidation of two elementary schools. This year, the district is studying middle school enrollment with the possibility of consolidating a middle school along with other options to balance our budget.

To gather input from the community, forums were held at each of the five comprehensive middle schools. There were also six online forums, including in Spanish, Mandarin and Korean. A districtwide survey was conducted, and each middle school’s staff met to provide feedback. Additional outreach is ongoing as the district seeks to ensure that all voices are heard, and that those furthest from educational justice are well represented in the feedback.

Approximately 750 participants attended the community forums and approximately 1,300 individuals completed the survey. Summaries from each community forum as well as the complete meeting notes have been posted to the Middle School Consolidation Study Community Feedback webpage. A districtwide summary is also available. In addition, questions and answers to questions asked at the community forums have been added to the Frequently Asked Questions (FAQs) webpage.

A district team is in the process of analyzing the feedback it has received — and continues to receive — from the community and delving into the demographic projections and budget scenarios. All options are being explored to solve for the long-term, make equitable decisions, and minimize negative impacts on students and their families.

There are no easy choices — these are by far some of the hardest decisions any district must make. The district heard from community members that we need to continue to provide a sense of belonging in our schools and excellent and equitable educational opportunities for all. We are fully committed to our vision to affirm and inspire each and every student to learn and thrive as creators of their future world.

A draft recommendation that will be shared with the community in January and deep community engagement will continue in February, seeking feedback on the recommendation. See the Middle School Consolidation Study Timeline to learn more.

Each of these funds has designated uses and we as a district are limited in how we can transfer money between these funds based on state law.
